Letter #2: Submitted 9-15-98
The first thing I remember learning in my freshman lectures at Northwestern University Medical School was "primum non nocere" - first do no harm. Physicians at Northwestern, the Mayo Clinic, and in the Army have surely broken this rule with regard to me.

The worst thing you can do to a person short of killing him is to disable him. The army has tried to disable me through manmade noise harassment.

When I wrote to Congressman Jerry Weller about this harrassment, he wrote to Tripler Army Medical Center in Honolulu where I was stationed from October, 1979 till November, 1981. The Commander of Tripler, Brigadier General James E. Hastings answered Mr. Weller, "Unfortunately, we are unable to respond to this inquiry. Dr. Rodgers left Tripler almost 15 years ago and our records of her psychiatric treatment or alleged harassment are no longer on file."

General Hastings wrote the above statement even though he was my commanding officer for the entire time I served at Tripler. At that time he was a colonel and Chairman of Tripler's Department of Medicine. He and I know each other well. As a matter of fact, Colonel Hastings was the senior officer signing all of my officer efficiency reports.

Since we are on the subject of letters now, I should like to point out it was a letter that started my troubles. Read the following letter dated June 30, 1973 to Dr. John S. Welch at the Mayo Clinic from Dr. Richard C. Stalzer, a general internist at Evanston Hospital.
